Sen. Roy McDonald, R-Wilton, is introducing a pro-labor resolution for passage today. It calls for GlobalFoundries, the partnership that includes Advanced Micro Devices and Abu Dhabi investors, to enter into an agreement to help local construction unions to get a piece of the $4.2 billion Malta project to create a computer chip factory. McDonald said because $1.2 billion in public funds — plus resources of local communities — are supporting the foundry, it is a "public works project," meaning prevailing wages (union labor) are necessary. A spokesman for the private company said talks with unions are commencing. McDonald and other legislators have been advocating for unions on the project, as is U.S. Sen. Kirsten Gillibrand. Labor and legislative officials say Bruno — who championed the project for his former district — Gov. George Pataki and company officials assured labor several years ago that a deal would be worked out. But "People at the table then are no longer around," said Ed Malloy, of the New York State Building & Construction Council.
